Hub City Co-op Bylaws

The Board has nine seats and each director is elected by the owners of the Cooperative.  Board members serve for three-year terms, and elected seats are staggered so that one-third of the directors are elected annually.


The current members of the Board are as follows, and the end date for their term is listed beside each director. As per the bylaws, executive committee members are elected each year in the Board meeting that follows the Annual Meeting of the Cooperative.


Tim Meade, Chair (Term End = 2020)

Tim holds a BS in Chemical Engineering from the University of Kentucky.  Tim has worked at Milliken & Co. in several positions, including production management, product development and launches, and has experience managing large, national accounts for eighteen years. These positions have given Tim a wealth of experience to draw upon during the process of developing the Cooperative. Tim also sits on the Board of Directors of the Spartanburg Downtown Association, allowing him to interact with numerous downtown residents and business owners, and spreading the word about the Cooperative’s plans, mission, and benefits.

Laura Barbas-Rhoden, Vice Chair (Term End = 2019)

Laura Barbas-Rhoden is Professor of Modern Languages at Wofford College and has two decades of teaching experience in the humanities and interdisciplinary studies in higher education. She graduated Phi Beta Kappa from the University of Georgia and holds a Master’s degree in Latin American Studies and a Ph.D. in Spanish from Tulane University. At Wofford, she founded an award-winning civic engagement program for Spanish majors, who invest over 1000 volunteer hours in the local community each year. Laura assisted in the creation of the Environmental Studies program at Wofford, and she is the author of two books and more than a dozen articles on cultural reactions to economic, political and environmental change in Latin America. She is also the founder of Hispanic Alliance Spartanburg, which works to facilitate and promote the inclusion of members of the Hispanic community in improving quality of life in Spartanburg County.

Laura is married to Rob Rhoden, an area attorney. They are parents to two sons and are active in youth soccer programming in Spartanburg.

Sheila Cash, Treasurer (Term End = 2018)

Sheila serves as the Treasurer of the Board and handles the current financial operations. She was instrumental in developing the financial projections for the Cooperative and the planned store. Shelia is a 1994 Magna Cum Laude graduate of USC Upstate and passed the CPA exam in 1995. In 2001, she established an accounting firm, Cash and Associates, CPA, in Spartanburg, after working seven years for Swaim Brown Elliott, a local accounting and advisors firm. She has also served as a board member and volunteer for several organizations in Spartanburg, providing financial and other expertise, including serving on the start-up committee for the Chapman Cultural Center, as President of a local Rotary Club and as a member of the local Sertoma Club.

Beth Cecil, Secretary (Term End = 2020)

Beth Cecil has a BS in Sociology from the College of Charleston and a MSA in HR Development from Webster University.  She has worked for White Oak Management, Inc. for over 20 years, first as a Nursing Home Administrator, and currently as the company's Leadership Enrichment Director.  In this role, she enjoys working with employees on team-building, leadership development and wellness initiatives.  She serves on the Advisory Board for the Institute for Engaged Aging at Clemson University and is a member of the Board of Trustees for The Arts Partnership of Spartanburg. 

Returning home to Spartanburg after 25 years away, she has enjoyed discovering the growth of the arts and birth of the Hub Culture in her home town.  When she first heard about the vision for a food co-op, she recognized what an important role a community-owned grocery store will play in the development of downtown Spartanburg for future generations to come.  She knew immediately that she wanted to support this effort and was among the first to purchase her Hub City Co-op ownership.  As a result, she has enjoyed the opportunity to volunteer for the Co-op on the Events Committee, working the booth at the Farmer’s Market and Spring Fling and doing what she can to inspire others to support this cooperative mission. 



Ginger Goforth (Term End = 2018)

Ginger Goforth is a lifelong resident of the City of Spartanburg and currently a practicing attorney at the Ward Law Firm. She served on the planning committee, and later the Board of Directors, of the Spartanburg Preparatory (formerly Charter) School and currently serves on the Board of the Spartanburg Little Theatre. About her desire to serve on the Co-op Board, Ginger says, "I love my city, and am committed to supporting projects and ideas that will benefit the health and vitality of my community.  I envision the Hub City Co-op as a place to not only shop for quality goods, but also to serve as a gathering spot and another way to bring our community together downtown."

Bill West (Term End = 2020)

Bill received a BS in Economics from Duke University and an MS in Economics from Clemson University. Bill is the CEO of Haystack Analytics, an IT and analytics consulting firm based in Spartanburg.  He has 10 years experience as a data scientist and previously held positions at Fannie Mae, Capital One, and Advance America. Bill also serves as the CEO of Wellingham Financial, a finance company providing patient payment plans to cover out-of-pocket medical expenses.  Bill is passionate about the co-op and its place in the community as a center for healthy living.


Cyn Massey (Term End = 2019)


Cyn brings a varied professional experience to Hub City Co-op, including positions at the National Cancer Institute, National Institutes of Health in Bethesda, MD, and with Auraria Consortium of Colleges in Denver, CO.  She was Chief of Communications and Records with the Department of the Interior – Bureau of Reclamation in Washington, DC, and Director, Management Information Systems at Baha’i National Centre, in Wilmette, IL.  She also spent eight years in Haifa, Israel, as Communications Consultant and Quality Assurance Advisor at Baha’i World Centre. As a Magna Cum Laude graduate of the American University, Washington, DC, Cyn earned an Interdisciplinary BS in Psychology, Sociology, and History, and continues to hold membership in the honor society of Phi Kappa Phi. Upon return to the United States, Cyn earned a Master’s of Library and Information Science from the University of South Carolina; was inducted as a member of the international honor society of Beta Phi Mu; and became a Professional Librarian certified by the South Carolina State Library. Beginning public librarianship at the Westside Library, she has managed the Woodruff Library for the past 12 years. Cyn is active in the community, including service as a Rotarian, member of the Woodruff Non Profit Connection, and the Greater Woodruff Area Council; Vice President of the Stone Soup Storytelling Institute; and recently was invited to join the board of the Greenville Interfaith Forum; is a Tai Chi Sifu; a member of several local, national, and international Knitting Guilds and groups.


Tracy Stapleton (Term End = 2019)

Originally from North Carolina, Tracy has a Master’s Degree in Forestry and Soil Science from NC State University. For 8 years she worked as a Project Manager for the State of North Carolina’s Ecosystem Enhancement Program, overseeing restoration of streams and wetlands throughout the state.  In 2012, Tracy and her husband moved to Spartanburg where their son was born.  Tracy is a wetland ecologist, mother, cook, gardener, yogi, and former Peace Corps volunteer. Her interests also include plant-based diets and nutrition, and supporting local agriculture.


Interested in Board Service?

Active participation in the Co-op is a privilege and responsibility of ownership. Co-op owners interested in serving the ownership as a member of the Board of Directors are encouraged to volunteer for Co-op events and to visit Board meetings prior to running for a Board seat. Board meetings are typically held the 4th Monday of each month. Please contact the President of the Board, Tim, if you are interested in standing for election for the Board of Directors.
